At the conference, the delegates heard from Comrade Nguyễn Trọng Tuấn, a member of the Standing Committee and Head of the Organization Department of the District Party Committee, who shared information on the key aspects related to the organization of Party Congresses at all levels. Specifically, he discussed Directive No. 10 dated July 22, 2024, from the Standing Committee of the City Party Committee, and Plan No. 114 from the Executive Board of the District Party Committee regarding the preparations for the Party Congresses at all levels. Key topics included propaganda and dissemination of the directive, preparation of Congress documents, personnel preparation, the election of Party Committees and Inspection Committees at various levels, delegate structure, and the election of delegates to the higher-level Congresses, as well as the timeline for conducting the Party Congresses and organizing pilot Congresses.

The conference also allocated time for Comrade Vũ Hồng Điệp, Deputy Director of the District Political Center, to disseminate Regulation No. 144 of the Politburo regarding the revolutionary ethical standards for officials and Party members in the new era.
